Twelve days ago in Strasbourg, Ursula von der Leyen used her State of the Union address to make an offer nobody in Europe has made before.
With Mark Carney in the chamber, she said she wanted to open the door for Canada to become the EU’s first associate member, as part of a plan to move from CETA (Comprehensive Economic and Trade Agreement) to an “alliance for the future.
The status does not exist in the treaties. Several EU diplomats say they first heard of it during the speech itself.
In Washington, Donald Trump called the idea laughable and threatened serious tariffs if he judged it a hostile act. And in Canada, the debate is only getting started.
Wider View from Brussels’ host Marcin Zaborowski is joined in the studio by Andrea Palasciano, European security correspondent for Bloomberg, and from Canada, Alexander Lanoszka, Associate International Relations Professor at the University of Waterloo, as they try to answer the question: Is this a new geopolitical alliance, or a headline in search of a policy?
Chapters:

04:57 Canada’s uncertain expectations
07:06 What associate membership could mean
