This is the sort of surveillance and high handed act towards the citizens is a copy book style copied from the Isreal the way they deal with the Palestinians in Westbank and Gaza and those surveillance systems they're using is from Isreal which Modi's government using to trace all citizens of that country to search their whereabouts and what they're involvement in their activities, this is how they break the protests and other congregation to keep them separated
