A robot allegedly harassed a 16-year-old girl on a German street, but you can't put a machine on trial. So who's responsible: the robot's owner, the company that built it, or no one at all?

If a parent is responsible for their children’s behavior, then an owner is responsible for its property. The owner can in turn hold the manufacturer responsible if the “product” is acting in a way that is contrary to its pre programmed behavior.
The easiest approach is to hold whoever is the owner of the robot or AI system liable, no matter the offense. If an operator is involved, the operator and the owner would share responsibility, to be determined on a case by case basis.
A hammer can be used to build or to do damage what's the difference it's the user that is responsible. At least until none common marketed true AI takes over even then. If the kid can't be done legally do the parents as they are "kids legal owners"
"Strict liability" comes into my thoughts

If my dog escapes from my garden I have strict liability for everything she courses of damage.

It's not that hard
Yeah simply update the laws so the owner is liable no matter what. Like with dangerous dogs. If you can't control your robot, don't put the battery in. Simple as that
when your dog is causing harm to others, the owner is liable. The teenager owning the robot is the one responsible for what his robot is doing and it's his responsibility to control it in public. The robot isn't the one sexually interested in young girls either. That teenager is hopefully in BIG trouble.
