Years ago, in the 1960's or 1970's a study was done in Chicago that showed that something like 1300 to 2200 people committed more than half of all the violent crimes in the city based on arrest records. It was then suggested that if you just got those guys off the street you would have a very positive effect on public safety. The politicians replied with a combination of silence,indifference and inaction.
