A group of Israeli political advisers worked on a secret campaign targeting Qatar after the Hamas-led October 7 attacks, according to the Haaretz newspaper.
It reported the campaign was intended to pressure Qatar because of its relationship with Hamas.
The newspaper says the plan was later abruptly withdrawn.
