<br>3. If investigators find no wrongdoing, that outcome should clear the matter.

Sounds to me like a crime ring, an Omar being at the top. They can send all the letters they want. The US Congress cannot directly stop an ongoing criminal investigation by the Department of Justice (DOJ). Under the US Constitution&#39;s separation of powers, the authority to investigate and prosecute federal crimes belongs exclusively to the Executive Branch, which includes the DOJ.
