Suspended TMPD Deputy Police Chief, Umashi Dhlamini, found himself backed into a corner when pressed to explain why he forwarded a message to Sergeant Fannie Nkosi, which reveals that the Bid Evaluation Committee Chair presiding over a major Tshwane security tender, had been given a "mandate" for the preferred bidders.
Evidence before the Commission suggests that the preferred entities were Ngaphesheya, the security firm of Nkosi's younger brother, and el shaddai, the company in which the director is allegedly Dhlamini's brother's son.
