Suspended City of Tshwane Chief Financial Officer, Gareth Mnisi, has admitted to the Madlanga Commission of Inquiry that there were signs of fraud in procurement processes, describing them as irregular and anomalous.
According to evidence leader, Advocate Matthew Chaskalson, the scoring of bidders took place on 28 May 2025, a day after recommendations had already been made.
The Commission is investigating allegations that some companies may have been pre-selected outside of proper procurement processes.
