Im pretty sure the "sirens" they were talking about was the towns emergency broadcast siren on top of the fire station. Its a massive wailing alert to mobilize the community in event of a disaster. I grew up in Wainwright and that siren was used in the days before cell phones to mobilize the fire department and hospital staff to action stations. Wainwright is a pretty remote place with scattered small community volunteer fire stations dotted around the prairies. At best you could get maybe a dozen fire trucks in a couple hours. Of course the Base itself has its own emergency departments which are better equipped than the attached town site.
