I am a fan of both the Cuban or Salsa and the Congolese styles of Rumba, however, labeling the music as "Lingala" does not make sense, to say the least. That appears to be a local slang used in some East African countries because Lingala is the most common indigenous language spoken in both Congo Kinshasa and Congo Brazzaville, and of course, there are other indigenous languages spoken in those two countries. Rumba originated in Cuba where African culture began to mix with that of Spain. Once Thomas Edison invented the Gramaphone, the music was recorded and introduced to African countries because they knew that Africans would identify with the music, and identify with the music they did. It became popular in West Africa and the twin cities of Leopoldville and Brazzaville. Joseph Kabasele from Congo Leopoldville and Jean Essous from Congo Brazzaville were the two Congolese musicians most fervent about the Cuban Rumba, and they contributed immensely in developing what is known today as Rumba Congolês or Congolese Rumba. I was impressed with the deep knowledge of the history of Congolese Rumba by the great Seben Guitarist, Diblo Dibala, in his interview some years ago with the NPR (National Public Radio) during his tour of the United States. He even explained that Soukous beat is a quickened Rumba beat that allows dancers to really shake it up. The point is that the music should be properly identified to the world that may may be curious about what it is, and it's origin. Labeling it "Lingala" is burying the history of the music in obscurity by reducing it to a local language.
