Community involvement is needed because these guys can't do their jobs. Private security has been what kept Ekurhuleni together my whole entire life there. The police get no funding from the ANC to the point where they have no operational resources like paper for their printers. The police themselves can't even record a car accident or even register a case number because everything is "Outside our jurisdiction". The police do not care about these women. They do not care about anyone.

I would not be in the least surprised to hear it's a foreign national doing this!!?
Please just fly up Lt Gen Mkhwanazi and his boys from KZN and let them take over the investigation.
