Southeast Asian defence chiefs and their dialogue partners have wrapped up talks in Cebu, amid tensions between the Philippines and China. Beijing accused Manila of imposing multiple obstacles to China's participation in the ADMM-Plus talks. China had sent its embassy's defence attaché to the meeting - a departure from previous years, when Defence Minister Dong Jun attended. Chinese media noted that this is Beijing's lowest representation at the event since it began in 2010. The meetings concluded with Manila handing over leadership of ASEAN's defence agenda to Singapore next year. Afifah Ariffin reports from Kuala Lumpur.
